Windows Server 2012 Remote Desktop features a CAL licensing system. You must have a CAL for each connecting user in order to access the software. Give access to up to 20 individuals at once, or keep additional CALs on hand for future growth. Please note that Windows Server 2012 RDS supports both per-user and per-device licensing. Once the licensing grace period is passed, you must have a license for each connecting user or device to connect to an RD Session Host server. You'll also need to install an RD Licensing server.
Client Access Licenses are required to be installed on the RD Licensing Server. RDS supports per-user and per-device licensing, and the model you chose should be based on the number of users or computers. There is no concurrent-user licensing, so the licenses chosen must match the mode for which you configure the RD Session Host Server.
When it comes to virtualization, you are likely to see a reduction in the number of simultaneous sessions it can support. It is important to model on the same machine type, physical or virtual, that you intend to use. We recommend using a server with a processor supporting Second-Level Address Translation (SLAT) to reduce overhead memory mapping between the physical and virtual machine.
